according to drawings submitted on June 25, 2001.

The Village of Rockcliffe Park Local Architectural Conservation Advisory Committee at a meeting held 9 July 2001, endorsed the staff recommendation.
585 Manor Avenue is located within the Rockcliffe Park Heritage Conservation District. It is a two storey, wood frame, Arts and Crafts structure sheathed in stucco and wooden shingles with a modified cross gable roof with returned eaves. Its front façade is distinguished by a deep verandah that has recently been re-opened after many years of being closed. Constructed in 1918, its deep front verandah, and irregular plan and roofline evoke the era when Rockcliffe Park was the site of summer cottages constructed by residents of near-by Ottawa. The property is distinguished by its fine setting that includes tall trees in the front yard and a stone wall with a distinctive roofed gate, a well-known landmark in the former Village of Rockcliffe Park. This application to alter the building under the Ontario Heritage Act was received on June 25, 2001.
The proposed development requires variances from the Committee of Adjustment of the former Village of Rockcliffe Park. The Committee considered the request for variances at its meeting of March 29, 2001 and did not grant them. Subsequent to this, an appeal was filed to the Ontario Municipal Board on behalf of the property owner, which will be heard on July 12th and 13th. If the Ontario Municipal Board grants the variances, the Department may issue a building permit subject to all other approvals. If the Board does not support the variances, a building permit will not be issued.
This application was informally reviewed by the LACAC of the former Village of Rockcliffe Park on March 5, 2001. At that time, the LACAC approved the concept drawings for the proposal and supported the applicant’s request to the Committee of Adjustment for a side yard variance.
DISCUSSION
The alteration proposed for 585 Manor Avenue is an attached garage with family room above. The garage will be slightly below grade to reduce its height in comparison to the house. The house and the garage/family room will be connected by a one storey link at the rear of the addition only so that the north façade of the original building will not be altered and will continue to be viewed as a separate and distinct façade. The actual addition is a one and a half storey, gable roofed structure with returned eaves that echo the returned eaves of the historic building. Its front façade features a double garage door slightly below grade with a two wooden sash windows above. A dormer window is located on the north side of the building. The building is clad to match the existing structure. Its front façade is set back from that of the original to allow that part of the building to continue to be viewed as the most important element on the lot.
The Department supports this request under the Ontario Heritage Act because it is consistent with the Guidelines contained within the Rockcliffe Park Heritage Conservation District Study regarding changes to buildings that state:
Alterations should be recommended for approval only where the change protects and enhances the existing historical and architectural quality of the building and its site.
In this case, the building protects the existing architectural quality of the building as it is clearly separated from it by a one storey link that leaves the north side of the historic building largely unaltered. The building enhances the site as it calls for the removal of an unsightly concrete block garage located close to the street and replaces it with a structure that is more appropriate to the style of the existing building while increasing the amount of landscaped open space along the street frontage.
The Guidelines also state that:
New buildings and additions should be of their own time, but should also harmonize with the existing cultural landscape. They should be sited and designed so as to retain the existing topography. The use of natural materials should be encouraged.
The building fulfills this Guideline as it is clearly a contemporary design, but complements the character of the existing structure and neighbourhood, does not adversely affect the underlying topography and uses natural materials such as cedar shingles and stucco. Finally, the character of the open space surrounding the 1918 building is not adversely affected by the addition, as the attractive stone gate, the large trees of the lot and the front yard set-back all remain the same.
Adjacent property owners were notified by letter of the date of the LACAC and Planning and Development Committee meetings and invited to attend, and notice of the July 9th meeting at which the item was to be discussed was placed in the Rockcliffe Park Newsletter.
The Rockcliffe Park Residents’ Association has been informed of this project.
