The Health, Recreation and Social Services Committee met on 6 April 2001 and submits the item contained in this Report for the information and/or approval of Council at its next regular meeting.

SUBJECT : SMOKE-FREE BY-LAWS FOR THE CITY OF OTTAWA

OBJET: RÈGLEMENTS SANS FUMÉE POUR LA VILLE D’OTTAWA

1. Smoke-Free By-laws for the City of Ottawa

Règlements sans-fumÉe pour la ville d’Ottawa

Committee Recommendations as amended

That Council approve the following:

the implementation of a 100% smoke-free policy prohibiting smoking in public places and workplaces, with no allowances for designated smoking rooms (DSR's)

that the proposed Public Places and Workplace by-laws be enacted in the form attached (Attachments I and II )

the effective date for the implementation of the by-laws to be August 1, 2001 and the by-laws of the former municipalities be amended to have the date for implementation provisions included in those by-laws coincide with the effective date of the new smoking by-laws.

the enforcement policy as described in the report under "Discussion / Implementation"

the implementation of public information and business education campaigns as described in the report under "Discussion / Implementation"

Under "General Provisions- Taxicabs", that Item No. 4 be amended to read:

That no smoking is permitted in any taxi.

Recommandations modifiées du Comité

Que le Conseil municipal approuve ce qui suit :

1) l’application d’une politique interdisant totalement de fumer dans les endroits publics et les lieux de travail ainsi que la désignation de salles fumeurs (DSF);

2) que les règlements proposés pour les endroits publics et les lieux de travail soient adoptés tels qu’ils sont indiqués aux pièces jointes (Pièces I et II);

3) que la date d’entrée en vigueur de l’application des règlements municipaux soit le 1^er août 2001, et que les règlements municipaux des anciennes municipalités soient modifiés de manière à ce que les dispositions relatives à l’application desdits règlements municipaux coïncident avec la date d’entrée en vigueur des nouveaux règlements municipaux sur l’usage du tabac;

4) la politique d’application telle qu’elle est décrite dans le rapport sous Discussion/Mise en application;

5) le lancement de campagnes d’éducation des commerces et d’information publique tel qu’il est décrit dans le rapport sous Discussion/Mise en application.

6. Sous « Dispositions générales – Taxis », que le point 4 soit modifié afin d’indiquer :

Il est interdit de fumer dans tous les taxis.
