SUBJECT: FUNDING SUPPORT TO BRING THE 2003 JUNO AWARDS TO OTTAWA

REPORT RECOMMENDATION

 

That the Corporate Services and Economic Development Committee consider, for recommendation to Council, a grant request of $100,000 to support the National Capital Commission’s efforts to bring the Juno Awards to Ottawa in 2003.

BACKGROUND

 

Since 1975, the JUNO Awards have recognized outstanding achievements in the Canadian recorded music industry and have promoted the diversity of musical talent from coast to coast.  Created by the Canadian Academy of Recording Arts and Sciences (CARAS), the JUNO Awards have become the public face of the Canadian music industry.

 


In April 2002, for the first time in 32 years, the JUNO Awards left the Toronto Region and were held in St. John’s, Newfoundland.  The St. John’s awards became more than a TV show and annual gathering of the music industry.  It became a gigantic local music celebration with a weeklong series of events and activities culminating with the CTV broadcast of the awards to a national television audience of 1.4 million.

 

The economic impact to St. John’s and the broader region was substantial.  Media promotion generated for the awards and the host city estimated at $10 million.  This visibility included Canada AM’s ‘Road to the Junos Concert Series’ with interviews and performances by some of Canada’s biggest musicians, live broadcasting by CTV at the JUNO’s, and extensive promotional support and editorial from the Globe and Mail.  In addition, a comprehensive website was developed for the JUNO’S which saw more than 72,000 users access the site.  The awards also benefited St. John’s hotels, restaurants, and tourism related businesses.  Many local trades people were also hired as part of the production crew.

 

Rather than automatically returning to Toronto, the success of St. John’s in 2002 instilled a new vision and success formula for future JUNO Awards.  CARAS now believes that other cities across Canada can benefit and can achieve an even higher level of success.  To this end, CARAS has approached both the National Capital Region and Montréal/ Québec City with the opportunity to host the 2003 JUNO’s.

 

In order to successfully attract the 2003 JUNO Awards, CARAS is seeking an investment of $1.2 million of which $700,000 is in-cash with the remainder in-kind (for hotels, banquet facilities, transportation etc.).  CARAS is also seeking the participation of the local music industry in order to bring forward local talents and to give them national visibility.

 

 

DISCUSSION

 

This is an exciting project that will generate unprecedented exposure for the City of Ottawa and the National Capital Region.

 

Preliminary plans for the week long event will culminate with a nationally televised concert and awards program at the Corel Centre on Sunday, April 6, 2003.  On Saturday night, a large (1,200 persons) awards presentation banquet would be held at the Congress Centre at the Casino du Lac-Leamy.  The week prior to the JUNO’s would see a wide range of local arts and entertainment events including renowned Canadian recording artists singing in local ‘hot spots’, and autograph signing sessions with celebrities in major locations in Ottawa and Gatineau.

 

The National Capital Commission (NCC) has taken the lead role on this project and has approached the City of Ottawa and a number of other potential partners for cash and in-kind support.  To date, a number of key partners have confirmed their support and a number of other requests are pending.

 


The following funding support is anticipated for the event:

Ottawa Hoteliers de l’Outaouais $100,000 (in-kind)

Canada Canadian Heritage $300,000* (cash)

Ontario Tourism Ontario $300,000* (cash)

Ontario Tourism Marketing Partnership $  50,000 (cash)

Québec Tourism Québec $  50,000* (cash)

Regional National Capital Commission $  80,000 (cash)

Municipal City of Ottawa $100,000* (cash)

Since there is a need for the NCC to make financial commitments now, it is recognized that approval of this recommendation should be funded from the approved 2002 Budget.

 

As stated earlier, the NCC has taken the lead role in bringing the 2003 JUNO Awards to the National Capital Region.  If successful in its bid, the NCC will coordinate the weeklong event and will leverage its strong relationship with Bell Globemedia and CTV to ensure that its partners and the National Capital Region get maximum visibility and benefits.  A decision on the successful host city is expected in September.
